CAPACITY4MSP - Strengthening the capacity of MSP stakeholders and decision makers


Spatial policy specialists from the GMU Maritime Institute, as part of the Interreg Baltic Sea Region Programme 2014–2020, are participating in an EU project, CAPACITY4MSP – Strengthening the Capacity of Stakeholders and Decision-Makers in the Maritime Spatial Planning Process.
 

This framework project aims to create a practical and interactive platform for knowledge exchange and deepening dialogue between institutions responsible for maritime planning, decision makers (the European Commission, the HELCOM-VASAB Working Group on MSP, etc.) and other stakeholders (representatives of blue economy sectors, environmental organisations, etc.).
 

Creating such a platform will enable better recognition of the results of existing EU planning projects (such as: BalticLINes, Baltic InteGrid, BalticRIM, Baltic Blue Growth, BalticSCOPE, BONUS BaltSpace, BONUS BASMATI, MUSES, SeaPlanSpaceitp), understanding their impact, creating potential synergies, and deepening and expanding the knowledge gained. Regular contact with stakeholders is a key part of the Capacity4MSP project.
 

The Project's key deliverables will be:

  • a synthetic report summarising the results of EU planning projects in conjunction with ongoing work on maritime plans in the Baltic Sea Region countries. This will not only allow for the collection of the achievements of these projects and initiatives, but also identify potential topics for further cooperation within EU funding mechanisms or the future macroregional development policy of the Region;

  • support mechanisms for practitioners and decision-makers in the Baltic Sea Region, aimed at:

    • implementing, monitoring, and evaluating plans,

    • utilising pan-Baltic planning data – further implementation of the Baltic Sea tool – the BASEMAPS application,

    • developing a proposal for an institutionalised tool supporting Baltic cooperation,

    • supporting the implementation of maritime plans in non-EU countries, also through the creation of a programme for the implementation of MSP in Russia,

  • a series of cross-sectoral thematic workshops to strengthen stakeholder knowledge and engagement,

  • Planners Forums – regular meetings of maritime planners allowing for ongoing discussion of key challenges.

     

Implementation period: August 1, 2019– March 31, 2022
